In all cases the Civil Government should be informed before any action is taken outside a Military Reserve with a view to the letting being correctly recorded. In case of the construction of roads inside a Reserve, the Civil Government should also be consulted with a view to the work being made generally convenient. War Department works in a Reserve would be valued if they reverted to the Colony, but a road in an inconvenient position or works of only Military value would not be worth anything to the Colonial Authorities.
(14.) The case of the new Rifle Range, No. in Table, 35, has been dealt with independently. It should however, according to the analogy of other sites, be treated as a Military Reserve and rented, The amount of the rent would be small but it would fix its status.
The obligation of the Colony to provide new Ranges if required at the expira- tion of 10 years would, of course, be unaffected.
(15.) The following Table gives an estimate of the expenditure on Land between the War Department and the Colony as herein arranged. It is to be understood that the values in the Table are to be treated as matters of account only, to be set against further acquisition by the War Department of Crown Land, cash
Actual payments are not to be required except in the cases of compensation for disturbance. Land not in the Table is not included in this understanding, nor the

possible future additions" given below, which can be dealt with as the circums- tances of the case seem to require when the payments have to be made.
